Julio is...Billy...with a tan.
Julio is certainly a head-scratcher for me and many TDD collectors because of the fact that he is an identical mold to another figure. He is the only dude to represent this anomaly. Luckily, Billy and Julio are pretty generic, and almost encapsulate the TDD spirit in a way that makes sense. If a dude with significantly more detail (like Lenny) were to have been reproduced with a different skin tone and different name, it would have probably halted collectors in their tracks. Anyway, Julio has 3 (incredibly similar) variants.
